BackgroundRecent evolutions in the global public donor landscape, mainly driven by the ratification of the Paris Agreement and the election of President Trump, has placed Europe on the forefront of the fight against Climate Change and is therefore today as a very strategic region for CI for future partnerships and fundraising opportunities.In such context, CI Europe has produced the present analysis in order to identify prospective European public donors with the highest potential for developing solid partnerships. This analysis does not address the countries with whom CI has already a well-established relationship, namely France, Germany and Norway.Common trendsThe European public donor landscape has been gradually changing, largely influenced by the immigration crisis and the rising attention given to climate change after the signature of the Paris Agreement in 2015.Climate change is a common focus for European public donors, though at different degrees of priority, and addressed through different angles. Some made it a stand-alone priority, others integrated it in all their themes as a trans-sectorial focus.Food and water security are also very important donor priorities and there is today an overall recognition of the importance to partner with the private sector and to leverage private capital investment for development and conservation outcomes.Nonetheless, an increasing proportion of national cooperation budgets are focused on supporting the integration of refugees in Europe as well as on tackling root causes of immigration in the countries of origin. In such context, the geographic focus has been increasingly to support fragile states located in the African Arc of Instability and the Middle East.After the Paris Agreement, the increasing attention given to Climate change is still largely driven by an energy-related agenda. The energy transition is now becoming a clear priority and most climate change budget allocations go toward supporting mitigation measures that aim at increasing renewable energy production and improving energy efficiency.Nature as a solution to Climate Change is still largely under-considered in donor strategies and priorities, expect for when it comes to adaption measures where ecosystem-based adaptation is often recognized as an efficient measure.Common themes(i) Tackling root causes of immigration, (ii) Water security and its relationship to conflicts, (iii) Food security and its relationship to human health (iv) Poverty alleviation and green/inclusive private sector development, (v) Climate change adaptation, natural resources management and disaster risk reduction, (vi) Climate change mitigation and (vii) Democracy, good governance and rule of Law
